For years, India’s housing story has revolved around the big eight cities - Mumbai, Delhi-NCR, Bengaluru, Hyderabad, Chennai, Pune, Kolkata and Ahmedabad. But that map is being redrawn. A new set of Tier-2 cities is emerging as an important part of the country’s next real estate growth story, powered not just by lower property prices but also by better connectivity, expanding economic activity, infrastructure investments, and rising consumption. A CII-Knight Frank India report, India’s Next Real Estate Markets, released this week, identifies 11 emerging markets showing stronger residential price growth than the top eight cities. Housing prices across these markets rose 63% between 2021 and 2026, compared with 42% across the top eight cities. The markets covered are Bhopal, Bhubaneswar, Chandigarh Tricity, Goa, Indore, Jaipur, Kochi, Lucknow, Nagpur, Visakhapatnam and Coimbatore. Average residential prices in these cities currently range from about ₹4,500 to ₹13,500 per sq ft. But the more interesting question is not simply which cities have seen prices increase. It is why they are rising, and whether those underlying drivers can sustain demand. The four factors shaping the next hotspotsThe report assesses these markets across four broad dimensions: connectivity, economy, infrastructure push and consumption. Connectivity includes international and airport access, expressways, links to major metros, and metro or fast-rail networks. The economic assessment looks at the service sector’s contribution, office stock, registered MSMEs, and the depth and diversity of the local economy. Infrastructure investment includes government spending, sanctioned mass-transit projects, logistics infrastructure, and data centres. Consumption, meanwhile, looks at retail space, household incomes, cost of living, discretionary spending and even private vehicle ownership. Taken together, these factors offer a useful way to look beyond the latest property launch or infrastructure announcement. There is no single Tier-2 growth formulaCoimbatore and Surat have strong industrial and entrepreneurial foundations. Kochi and Jaipur combine services, tourism and regional connectivity. Bhubaneswar and Indore are developing broader service and knowledge economies, while Nagpur is strengthening its position as a logistics hub. Lucknow, meanwhile, benefits from its role as a regional administrative and services centre. Industrial and enterprise-driven cities such as Coimbatore and Surat draw housing demand from manufacturing, trade, entrepreneurs and business owners. Then there are the lifestyle and second-home markets. Goa, for instance, can attract buyers looking beyond conventional end-user demand, including those seeking a second home or a tourism- and lifestyle-linked investment. That diversity matters because residential demand tends to follow a city’s economic character. That’s the reason why the next real estate hotspot will not necessarily look like a smaller version of Mumbai or Bengaluru, the report points out. So, where should you buy?Perhaps the answer is not simply Goa, Indore, Lucknow or any other Tier 2 city on a list of emerging markets. It is the city that fits not only your pocket but also your reason for buying. If you want to live there, look at jobs, schools, healthcare and everyday convenience. Everyday amenities should matter more than the promise of future appreciation. If you want rental income, study the tenant base. The size and quality of the tenant pool become critical. Ask yourself whether there is a strong base of professionals, students, employees, or businesses that generate recurring rental demand. If you are buying for retirement, today’s affordability may not be enough. You may want to consider healthcare, social infrastructure, accessibility and whether the property can generate rental income before you eventually move in. If you are buying a second home, examine tourism and connectivity. Tourism, connectivity, lifestyle infrastructure and the city’s ability to attract visitors and higher-income households may matter more. For buyers betting on future infrastructure-led growth, the checklist becomes longer. Jobs, industrial activity, tourism, services and even pilgrimage potential can help determine whether demand is likely to deepen beyond the initial infrastructure boom. Finally, resale potential is another crucial barometer. A property may look attractive on paper, but buyers should ask how easy it will be to sell five, 10 or 15 years from now. The depth of the resale market, the number of genuine end-users, the quality of surrounding development and the availability of comparable properties can all influence liquidity. The 63% price growth across the 11 Tier-2 markets indicates that India’s housing market is broadening. But it is a market-level trend, not a guarantee of future appreciation for an individual property. The bigger takeaway is simple: the next real estate hotspot may not be the city with the biggest infrastructure announcement. It may be the one where infrastructure creates jobs, attracts people, deepens economic activity and improves the quality of urban life. Thanks for reading!
